The speech was in the nature of a reply to the French note. Herr Stresemann declared for the liberation of German soll, the maintenance of their sovereignty and the consolidation of their position it was not too great a sacrifice to offer part of the German economic system as a productive pledge.
POSSIBLE PLEDGES.
BERLIN, August 24.
Herr Stresemann dwelt on the necessity forį normal conditions in international commerce. He said that such a possibility was opened up by the last British publication. M. Poincaré had also in- dicated a practical solution by claiming positive pledges in the form of the German railways and customs control of the German economic system, but Germany had refused to accept even a temporary pledging of the Ruhr or a transfer of the railways and collieries as France had suggested.
Herr Stresemann accepted with satisfaction M. Poincaré's declaration trit he was not pursuing political aims nor had any Ideas annexation, but the declaration was incompatible with his proposed solations because these would actually mean special treatment economically and politically in the Rhine and Rubr.
Herr Stresemann concluded that it would be political dilletantism if Germany based her policy on division among the Allies. On the contrary he hoped a way would be found to satisfy the just claims of the Allies simultaneously, thus assuring Germany the possibility of future development."
