Summing up, the note reiterates the determination that Germany shall pay to her maximum capacity, but says that to ask more is only to destroy German assets. The Government regards as doomed to failure the method of the French and Belgian Governments. British policy as It means that stated by Mr. Bonar Law in January has not changed.
