ANSWERS DELAYED.

PASSIVE RESISTANCE PROBLEM.

(Reuter's Service to the China Mail.)

LONDON, August 8, 'The fact that a Cabinet meeting has been fixed for to-day to frame the British answers to France, Belgium and Italy about the reparations and the Rubir has been postponed until to-morrow is regard ed by come papers as indicating the existence of differences in the Cabinet on the subject of the policy towards France. The Die-Hard section - is insisting on co-operation with France and Belgium in demanding that Germany unconditionally abandon passive resistance. Others hold the opinion that the limit of British concessions to the French standpoint has been reached.

The Manchester Guardian says that the Cabinet is between two alternatives:

(1) To record publicly the incompatibility of the views held by Paris and London but to maintain the Allied basis for European

settlement.

(2) To attempt to reach separate Anglo-German

agreement.

Meanwhile the Paris press is again giving prontinence to the independent Rhineland idea.

Le Matin, which ́declares that British egotism is the sole obstacle thereto, appeals to Mr. Baldwin to accept M. Poincaré as a pilot of peace as Britain accepted Marshal Foch as a pilot of victory.

The French papers are giving prominence to the presence in Paris of Lord Robert Cecil who conferred with M. Poincaré to-day. Le Journal describes him as a very suitable man to effect Anglo-French rapprochement, '

GERMANY'S MEDICINE.

BERLIN, August 8..

Herr Cuno, the Premier, speaking in the Reichstag, said that the principles underlying the British proposals for a solution of the reparations problem were in nowise pleasant to Germany. He declared the Government was unable to acquiesce in the French demand that it should suggest to the people in the Ruhr they should abandon pasşive resistance.

MARKS A JOKE.

LONDON, August 8. German marks have reached what the market terms the joke.level, namely 27,000,000 to the pound, The market holds the opinion that Germany will sooner or later write down her currency. There has been been limited business by negotiation. Marks finished at 18,100,000. Francs were follows:-79.90; and Belgian 10245.

SOLEMN SCENES.

SILENT CROWDS THRONG ROUTE,

(Reuter's Servios to the Chino Mail.)

WASHINGTON, August 8. Pennsylvania Avenue was lined with silent crowds who had been waiting hours. The only sounds audible were the hoof beats of the horses and the rumbling of cannon, as the procession passed. Few windows showed lights and the sub- dued street lights lent a sombreness to the scene.

The caisson was followed by cars containing the new President, Mr. Coolidge, Mr. Taft a former President, Mr. Hughes, Secretary of State, and others. They entered the White House at mid- night.

The coffin was taken to the East Room where there were endless banks of flowers from the

monarchs and Governments of the world.

Mr. Coolidge, the Cabinet Ministers' and the Judges stood a moment beside the coffin and then departed, Mrs. Harding went to the White House before the procession whose arrival she did not

witness.

A guard of honour is watching the dead till the State funeral to-day.

LAST RITES.....

WASHINGTON, August 8. The last rites for the late President Harding were held in the rotunda by the Baptist pastor and chaplain of the House of Representatives.

General Fershing on horseback led the funeral procession from the White House to the Capitol through sorrowing throngs. As the body was borne out from the White House, a bugler appeared in the portico and sounded a 'single note of call to attention. The cavalry sharply saluted. There was a flourish of drums and u ten gun salute from Fort Moyer.

Mrs. Harding descended the steps heavily veiled. She was escorted by the Secretary.

Dr. Sawyer entered the car which followed the. pallbearers

· BRITAIN'S TRIBUTE.

Next came a car with Mr. Coolidge, the new President, then Mr. Taft and Mr. Wilson, both: former Presidents King George's personal repre sentative was prominent in the pageant. There. were also Canadian and Australian envoys.

Bands played "Onward Christian Soldiers "* as the procession progressed and quartette sang "Lead Kindly Light." Bible passages included the 23rd. Psalm, a selection from Revelations and a verse from Micals, "What does the Lord require of thee," where the late Mr. Harding opened the Bible when he was sworn in as President.

Prayers were followed by." Nearer my God to Thee" and concluded with the Benediction.

Thousands of people subsequently passed the body lying in stato..

Herr Cuno recalled that France and Belgium Fince the occupation had only received one fifth of the coal and coke in comparison with former German deliveries. He declared that the employers and employees would not work at the point of the bayonet. The latest threat to place the pits under a French and Belgian regie' would not make any difference.

DOCKERS FORCE ENTRANCE.

EXCITING SCENES.

LONDON, August 8. The Irish Trade Union Labour Congress in Dublin was again disturbed, 150 striking dockers forcing an entrance to the grounds of the Mansion House. The congress was suspended, delegates barricading the doors while the police kept back the intruders.

***The President pacified the demonstrators, after which the Congress passed a resolution demanding the immediate release or trial of thousands of effi- zens still imprisoned or interned.

Herr Cuno, while exhorting the strong mainten ance of passive resistance, discountenanced violence an and criminal outrages,

His speech was frequently interrupted. The House received it somewhat coldly,
