INTERNATIONAL CONFERENCE SOUGHT.

LONDON, July 23. -

In the House of Commons a disarmament debate was initiated by Mr. Ramsay-Macdonald, moving a Labour Party resolution deploring the eporous, growing expenditure on the Forces. This was again beginning the competition in armaments and deplet- ing the resources for social service. The resolution urged the Government to take immediate steps to call an international disarmament conference. Mr. Ramsay Macdonald said the League of Nations was mentioned because he wished the United States to join the conference. He described the Singapore naval base project as a colossal folly, a wild and wanton escapade. He said the competition in the air had started it, and it was very difficult to say who was responsible. There was no enemy and no threat at Singapore. In certain circumstances the ling of our commercial communications, might be cut and one maritime nation in the north might send a fleet on two days' sail to menace the coast of one of the self- governing nations in the British commonwealth. That was all. We could say we had no intention of threatening anybody, and that might he perfectly true; but would the Japanese believe it?

"HAZARDOUS ADVENTURE"

Mr. Asquith said he was sceptical of any strategic advantage out of the Singapore base, the construction of which will involve an immeasurable expenditure which it will be impossible to confine £10,000,000. Mr. Asquith strongly appealed to the Government to stay its hands until the scheme had been submitted to the Imperial Conference and all the expert opinion on which this disputable and hazardous adventure was founded had been placed before Parliament.

• MOMENT INOPPORTUNE.

Mr. Baldwin, the Premier, said that the Govern- ment believed that any attempt at this momrat to convene an international; conference would not only not lead to success, but it would lead to an indefinite postponement of any possibility "'of achieving the end they all desired. He expressed the opinion that the moment could not arrive to approach the problem with any chance of success until the condition of Europe with regard to repara tions and security of frontiers had been settled. The motion was defeated by 286 to 169 votes.

EMPIRE WIRELESS MESSAGES.

LICENCE FOR MARCONIS.

LONDON, July 23. The Postmaster-General has informed a de- putation from the Empire Press Union that he hopes the licence and agreement with the Marconi Company for an Imperial wireless service will be signed within a month.

The Government expects to have a high- power station at Rugby erected in little over twelve months hence. This will enable the Imperial wire less service to be carried out in conjunction with Marconis.

The Postmaster-General added that the charges for wireless messages will be lower than the cable rate.

JAPAN'S NAVAL BASE VIEWS.

NATIONAL DEFENCE.

TOKYO, July 23.

Count Uchida, the Foreign Minister, in an interview, said that Japan had no understanding with Britain as regards the Singapore scheme which could be justified in view of the abrogation of the Anglo-Japanese Alliance. The base conflicted in many ways with the spirit of the Washington treaty, but it was a British internal affair and Japan could not interfere. There was nothing in Anglo-Japanese relations requiring such an extensive undertaking as the Singapore base.

Admiral Tokarabe, Minister of the Navy, said that Japan must now look to national defence since Singapore was only two days from Formosa,

TILBURY INVOLVED.

DOCKERS STRIKE SPREADS.

FAR EAST BOATS HELD UP.

LONDON, July 23, Tilbury has now become involved in the uh- official dock strike. Three thousand strikers marched from Canning Town to Tilbury last night and by persuasion and intimidation induced a large number of Tilbury dockers to join their ranks. As a result work has stopped on half a dozen large cargo steamers, including two P. & O. and two Glen Line vessels and a number of smaller cargo boats. But the official Transport Workers' Union holds the opinion that as soon as the picket has been re- moved the men will return to work.
