For the title of his book about South African politics, "The Dominion of Afrikanderdom** |(Methuen, 12a. 8d.), Sir James T. Molteno las appropriated, satiri- cally, the phrase in which Lord Milnor, on tho eve of the Boer War, denounced the political dominance of the Dutch as.o nenaca to the Empire in South Africa. Of course: it recalla distant controversies and conflicts.
Sir James is a son of the first Premier of Cape Colony. He was the last Speaker of the Parliament of the Cape and the first Speaker of the Parliament of the Union in which the four Colonies were merged in 1909. His election at sa early age to the Cape Parliament explains bie nickname of "'
Baby Molteno."
As an ardent disciple of Mr. John X. Merriman, the veteran South African statesman, Sir James .con- domas roundly the Jameson Rail and the war against the Boer Ro publics.
