Mrs. Carrie Chapman Catt, Anterican suffrage leader, addressed the Congress of the International
Women's Suffrage Alliance in Rome, Italy, after Premier Benito Mussolini had promised to extend to the women of that country the right of suffrage, with certain limitations. It was the first time in the history of Italy that a Premier presided at a women's suffrage mecting Mrs. Catt is shown addressing the Congress.
