When the word "claims" was used in connection with the clubs, Bottomley said enormous fraud had been practised on the clubs by way of forged tickets, which totalled, in Mr. Houston's opinion, a quarter of a million. In his opinion it was appalling that many of these "claims were being admitted with out investigation.
