CRICHERIN'S OBSTRUCTIONIST TACTICS.
LAUSANNE, December 19/ The Russian and Turkish so called counter-projects. in regard to the Straits are not taken seriously. Well informed circles hold the opinion that M. Chichorid, see ing his proposal to close the Black Sea unsupported anywhere, determined to prevent any other scheme de ceeding hanes he is demanding a sub commission wib a view to pursuing obstructionist lactice but the Allies are determined to refuse.
AN OLD SCHEME REVIVED,
It is pointed out that the Rgasian proposal is merely a revival of the original Russian scheme with a few additional inducements to Turkey to join. It is hoped that the Turks will recognise this and return to their original attitude of co-operation with the allies for the conclusion of peace. The modifications Turkey proposes have been already disposed of at a meeting of military and naval experts some time ago and no dew concession in presible.
DISCUSSION MUST CLOSE TO-DAY.

·LAUBANNE,· December 19. Replying to the Turkish proposal to maintain garrison of five thousand man in Gallipoli Earl Carzon asid the Turks, must be content with the concessions alreay made to them. The Allier had gone to their furthest limit of concessions. It was impossible to accept the Russian plan in regard to the Straits which was diametrically opposed to the Allies plán,
The position is that the allies are completely agreed in regard to the proposed regime in regard to the Straits and absolutely decline to entertain any counter proposals, The Rumanian and Fogo-Sev delegates spoke strongly in favour of the Allied plan while M. Chicherin urged that his plan was more suitable.
