A great fire in Astoria has already destroyed six blocks of buildings and threatens to wipe out the town. Buildings are being dynamited with a view to chooking the outbreak. The fire department of Portland has despatched #quipment to Astoris. (Astoria ban a population of about 10,000.]

PRESIDENT HARDING AND PROHIBITION.
WASHINGTON, December 8.
The Presidential address to congresa foreshadowed an early conference of State governors to consider the enforcement of prohibition. The President expressed the opinion that the repeal of probibition was unlikely but that codification could be introduced if public opinion was opposed to rigorous observance of the present law, He proposed the substitution of the railroad labour board by the labour division of the interstate commerce commission with power to enforce rulings and orgel the coordination of the nation's transportation, including inland waterways merging line! into systems. Head- vised an amradmen: of the constitution giving congress authority over child labour and suggested a scheme of registration of aliens and more thorough examination of imun grants.
Regarding foreign affairs, Mr. Harding declared that America shirked-no- duty towards world troubles, which comes of sympathy, fraternity, and highest fellowship among the nations. She had met every obligation conaonent with her form of government. "When we cannot give support we do not demand" but constitutional limitations do not forbid the exercise of moral influence.

Mr. R. E. Lindsell yesterday after- noon convicted the four Marines of the U.8.8. Helena". against whom were preferred charges of obtaining gooda by, fales pretenses, including ilk from a Chinese dealer in Jervoi Street, gold rings from a Chinezo shop-keeper in Queen's Road Central and of stealing a ring from another Chinese shop. The Magistrate sentenced them to various terme of imprisonment.
The defendants were 1st Sergeant Joseph Plumadcre, Corporal Joba Joseph Montgomery, Private Frank Van Aebley, and Private Charles Henry Bytheway.
Interesting evidence was given at yesterday's hearing of the finding of eome Russian currency notes (similar to those which the defendants were alleged to have attempted to pasa at various shops' in the defen. dants' cell in the Victoria Jail.
Chief Warder J. C. West said that on the previous morning it was report ed to him by the Indian Assistant Warder that a Chinese prisoner in aloaning out the cell where too! prisoners were detained bad found six pieces of rouble nota. These pieces were handed to him and, on piecing them together be found them to be one 25 rouble note and the greater part of a one hundred roble note and a piece of another one-hundred rouble note.
A Chinese prisoner gave evidence of finding the torn bank notes in a tin containing water which was placed i. the cell.
