The local Merchant Shipping Ordin- ance has been amended by the Acting Governor in Council to make it. necessary for a motorboat used solely for purposes of pleasure to have s certificated master and agineer; certificates of competency must be "obtained from the Harbour Maater, who has power to pamit a certificated motor engineer, with a master'a certificate, to be in charge of a meterbent, and also power to graub a special permit to the master of a motorboat for the doing of any act mantioned in such permit. Owners must report to the Harbour Matar the engagement or discharge of masters and engineers within 48 hours. Musters and engineers must produce their certificates to the Harbour Master on el gagement, and report discharge. A record of en gagements and discharges will be kept in the Harbour Master's Offico. Certificates of competepey must be kept on board the motorboat,

TWO MEN CHARGED WITH MURDER,

A

charge of murdering Robert Alexander Stewart, a ship's cook, by beating him with their fists, knock- ing him down and kioking him, Was preferred at Glasgow against Jamer Stevenson 21, and Robert Caskie, 30 both of Glasgow. Stewart was killed in struggle with a crowd, who thought he was kidnapping a boy named John Sinclair. As a matter of fact Stewart and his wite adopted the boy two years ago, and Stewart was taking him for a ride in a tram- way car when the kidnapping rumour was circulated among the passengers. -

Originally the two men charged with araulting Stewart, thereby causing bis death. They. were not called on to arswer the charge, and will appear in the Sheriff Court, The p lice Court was arowded when Stevenson and Caskin were brou hit in, and many. men and women were unable to gain admittance.
