The draft Bill of an Ordinance to "extend temporarily the provisions of the,, Rents' Ordinance 1921; with certain amendments" has been issued on a supplement to the Government Gazeller
The Objects and Reasons state: The object of this Bill is to extend temporarily the provisions of the Rents Ordinances, 1921. A few amendments have been made, but, as this is a temporary measure, it has been thought desirable to avoid change as much as possible.
Some of the amendments made are necessary in order to link up the pro posed legislation with the Ordinances which are to be repealed.

DEBT AND KIRIAKEL,
There were 170 Chinese passengers still on board, beri-beri was raging amongst them and there was an aver age of three deaths a week. The ship was heavily in debt for food, wages and oo various other accounts and the Government itself was pressing for a heavy bill. There is a poll tax on all Chinese entering Mexico and many of the passengers, as soon as the boat arrived, landed by the quickest way, without asking ques tions. The Government was holding the thip responsible for the tax on these people.
It has bern stated that the ship, in an endeavour to pay of some of the charges, had tried coasting. The is not definitely established, but there are grounds for believing it, as, amongst the many charges awaiting a settlement was an embargo for Pesos 15,000 claimed by another port. The ship being under the Chinese flag. the British Consul was unable officially to do anything to help Capt. Jenkyns and the Chinese Consul was helpless, so it Towards the end of last year Wong only remained for him to endeavour Classe 24 gives the Governor in Council power to exclude the opera- got into touch with Capt. MISDEMFANQUES ́ORDINANCE The same Guzeits contains the draft of a Bill intituled: An Ordinance to i amend the Misdemeanours Punish-! ment Ordinance, 1928.
The Objects and Reasons-state: Ordinance No. 1 of 1898 provides that the maximum penalty for certain specied conspiracies ehall be three years'imprisonment and a fine of $500.) It also provides that the maximum penalty for all other misdemeanours, unless otherwise specified in some Art or Ordinance, shall be one year's im prisonment and a fire of $500. This maximum penalty seems too low for some misdemeanours. For example, it does not seem to be enough for for- guy, yet the affect of the section is to make one year the maximum im. prisonment for all common law forgeries. Again, by virtue of this provision, if the police surprise s gang of armed men on their way to commit a robbery, and one of the gangirsite another to fire at the police in order to prevent the arrest of any of the gang, the maximum term of imprisonment is only one year. The bill, therefore, proposes to raise the maximum for all” misde- meanours to three years' imprison. ment and a fine ol' $1,000, unless of course some other maximum penalty is provided by some other enactment. In England. except where the maximum penalty for any particular misdemeanour has been laid down by statute, there is no limit to the penalty, which may be imposed for a misdemeanour, except the provisions of Magna Cherts and the Bill of Eights against excessive fines.
.
Both Bills will be copeidered by the Legislative Council on Thursday.
