INDIAN ASSEMBLY SUPPLIES
INTERESTING SITUATION.
GOVERNMENT'S FISCAL POLICY.
LONDON, March 22. An interesting position has been created by the Indian Legislative Assembly's refusal to vote supplies as a protest against heavy military expenditure, especially by the rejection of the proposal to increase the cotton import duty.
While the Times declares that the refusal will pro bably necessitate reconsideration of Indian reports, the Manchester Guardian reflecting the views of the cotton exporters to Indis sympathises with the Assembly's action and declares that the only solution is the Govern ment borrowing combined with retrenchment.
It is noteworthy that an amendment to retain th cotton import duty of eleven per cent. led to a split in the Democratic party, the Assembly section of which wished to fix the duty at 11 per cent.
In the course of th: debate Siz Makolm Hailey strongly denied that there had been any influence ong the part of Lancashire. He said the Government var - determined to have fiscal freedom for India at all costs.

A serious feature of yesterday's cantianrd de- montrations was the failure of the Egyptian troops to make any serious effort to disperse the hooligans who heartened by their attitude subjected to indignities and sometimes severely belaboured prominent persons from the provinces who had been attending the King's lerse Ultimately it was necessary to summon the wanted native police a handful of whom speedily cleared the thoroughfare. It is understood that a ecurt of enquiry has been ordered.
