LONDON, March 9.

On the eve of the assembling of the conference in Paris to settle Near Eastern questions, London has been startled by the publication in Delhi of a despatch from the Indian Government to Mr. Montagu, Secretary for India, requesting modification of the Treaty of Sevres and specifying the concesions to be made to Turkey.

A further sensation was caused in the afternoon when Mr. Austen Chamberlain announced that Mr. Montage, who sanctioned publication without consulting his coll ages, had designed and that his resignation had been accepted.

COMMONS QUESTIONS. -

LONDON, March 9.

In the House of Commons, Lient-Col Aubrey Herbert asked whether the Imperial or the Indian Government approved of the publication of the latter's despatch specifying modifications of the Treaty of Sevtrs. Mr. Austen Chamberlain said that the telegram from Delhi was published by the Indian Government with the sauction of Mr. Montagu, Secretary for ludia Foothe minister had been consulted. Mr. Chamberlain abstained from commenting on the matter. The tale gram a thousand times rxceded even the demands of the warmest friends of the Turks. Mr. Chamberlain, said that such independent declarations destroyed the unity of policy vital in foreign affairs and gravely imperilled the saccess of the impending negotiations. Mr. Montagu i al tendered his resignation-floud and prolonged chcers)- and the King had approved its acceptance, but when the Foreign Secretary proceeded to Paris to discuss the Eastern settlement with the foreign ministers of France and Italy it would be his object to arrive at a solution equitable to all parties. He would give die weight to the opinion of Indian Mohammedans, as expressed by the Government of India, but could not held himself dows to accept any solution submitted by that govern

ment.
