COALITION CHAMPION.

Mr. Balfour, at a luncheon in the City given in his honour by the Catiton Club, referring to conservative differences on the subject of the Coalition said that is would remain Conservative till he went to the land where political parties no longer interested him (Laughter.) Nevertheless, be emphatically asserted that the country's interests were at present best served by coalition. The two-party system was admirable bat it was a fair weather system. The Irish settlement illustrated the value of coalition. Never was there a Time when cooperation between parties was more uscessary than now. It was impossible to think that the complex problems of unemployment, ladis, Egypt and Ireland 'could be handled more successfully by a government diawn from a restricted section of the population than by a government representing all shades of opinions and working harmoniously.

Mr. Balfour paid a tribute to Mr. Lloyd George as one of the greatest figures in the world's history. What was the use, he asked, of abusing him?

LONDON, March 7. In the House of Commons, replying to questions with regard to the mui tent system at Hongkong, Mr. Winston Churchill, Secretary for Colonies, pointed out that the hands of the Governor of Hongkong had been exceptionally fall owing to the grave situation in connec- tion with the strike. while the Secretary of Chinese Affairs had been working day and night. The Governor had promised to answer his (Mr. Churchill's) telegraphic enquiries at the earliest possible moment. Therefore he (Mr. Churchill) preferred to deler statement.

THIRTEEN GIRLS KILLED,

LONDON. March 7. Thirteen girls hav. died and eleven are artiously injured as th: result of an explosion in a cartridges factory at Tipton in Staffordshire.

The victims were trapped in a blazing room and denuded of clothing by the force of the explosion. Some escaped to the yard with burning shio banging from them. They were wrapped in sacks and seut to hospital. Some were nurecognisable.

Moving the supplementary Foreign Office estimate. Mr. Cecil Harmsworth, Under Secretary for Foreign Allairs, said the estimate inclu led £300,000 making a total of £1,100,000 for the maintenance in Egypt, Cyprus and Malta of former officers and their families of Denikin's force. Originally 10,000 strong this force now numbered, 5,000, as many had joined Wrangel's movement. The League of Nations was considering the question of taking over the whole problem of Russian refugees and placing them in pro-Slav Balkan countries, the cor being met by the powers interestedi.

Mr. Hoover declares that during the past month 300,000 tons of American seed, wheat and foodstuffs had been unloaded at Black Sea porta but only 28,000 tons had been transported to the interior. Over 120,000 tons would be unloaded next month but there was no indication of any increase in the capacity of the Russian railways to handle them.
