LONDON, February 6. Cardinal Ratti, who has been elected Pope Pius XI, Librarian of the Vatican and Archbishop of Milan. He is 64 years old. He is believed to represent the views of the Gasparri party, favouring conciliation with the Italian Government.
ROME, February 6.
Cardinal Ratti a junior cardinal, is a man of wide culture. He speaks many languages, including English proficiently and is the author of many scientific writings. An enthusiastic alpinist, he is a member of the Italian Alpine Club. He has visited England.
HUGE CROWD BLESSED FROM BALCONY.
Koma, February 6. The election of Cardinal Ratti is vory popular among Italians. Btanding on the balcony of St. Peter's, after bis election, Pius XI blessed
a huge crowd in the piazza, the troops presenting arms.
This is a reversal of the practice of giving the blessing within the Basilica and has greatly impressed the Italians as indicative of friendliness to the Italian Government.
There was intense excitement prior to the election owing to the similarity of amen of the favourites Cardinals Ratti, Maff, and Tacci. Beveral papers even announced that Cardinal Tact had been elected,

WASHINGTON CONFERENCE FINAL SESSION.
PRESIDENT HARDING'S REVIEW.
WASHINGTON, February 6. The final session of the conference attracted larger crowds than ever before. Large numbers were seated in the aisles and others stood round the walls. Mrs. Harding, Mrs. Coolidge, and the wives of other officials were seated in loxies. Promia at conference members were applauded. Mr. Balfour, particularly, receive a au ovation.
Mr. Hughes announced the signature of the Chinese and Japanese Shantung treaty amid great applause. The delegates then signed the four remaining treaties in the following order-The United States, Britain, France, Italy, Japan, Belgium, the Netherlands, Chine, and Portugal.
President Harding, in an address reviewing the achievements of the con- ference declared that contemplation of the work accomplished would be one of the supreme compensations of his life.
LATER. President Harding declared that the conference had wrought a truly great achievement. The faith plighted here to-day to be kept in national honour will mark the beginning of a new and better epoch in human pro- gress. He characterised the conference as "the first deliberate and effective expression of the great powers in consciousness of peace and war's utter! futility."
