LONDON, December 15. The debates in the special sessions of the House of Lords and Commous called to ratify the Irish treaty, adjourned yesterday evening.
Mr. Lloyd George, in a masterly oration in the House of Commons supporting the address to the Throne, rebutted criticsms. He declared that no agreement had over received such enthusiastic worldwide welcome. He hoped that the old motto “England's danger is Ireland's opportunity" would have's new meaning-the meaning which the Dominions gave it in 1914.
CARSON'S BITTER ATTACK. Unionist diehards and Ulsterites tabled amendments
to the address in both Houses regretting the surrender of the Crown's rights in Ireland and declaring that the treaty violates the pledges to Ulster.
A feature of the debate in the House of Lords was Sir Edward Carson's bitter attack on the Government.
BRITAIN REFUSES CREDIT.
BERLIN, December 15. The German Government has informed the com- mittee of guarantees that it is unable to pay the repara- tiona instalment due on December 15. Consequently it asks for a moratorium. If this is not granted it will be compelled to have recourse to credit operation.

The Irish debates were resumed in both Houses. Mr. Asquith, in the House of Commons, whole- heartedly supported the treaty but solemnly warned that it would be the greatest mistake to suppose that when it was ratified they had come nearly to the end of the difficulty.
Colonel J. Gretton, who moved the Diehards' amendment mentioned carlier talked about negotia- tions with a murder gang.
Mr. Winston Churchill contended that Britain's interests were fully safeguarded. Ho said that in apite of the extremists' denunciations. nineteen twentieths of both peoples were determined to carry peace through.
