KING OPENS PARLIAMENT..

MOMENTOUS SESSION

IRISH PEACE TREÁTE, ACCEPTED,

LONDON, December 14. Intense interest centered in the state opening by the King of the shortest and one of the most momentous sessions of parliament in British history. Crowds along the route, lined with military cheered the King and Queen and Princess Mary driving in a state coach to

Parliament.

The Premier was loudly cheered on entry. Colonel Sir S. J. G. Honre moved the address in the customary form with an addendum stating, that the House of Commons having considered the Irish agree- ment was ready to ratify it and congratulating the King on the near accomplishment of the work of reconciliation to which is Majesty had so largely contributed.

DOMINION STATUS,

The Premier, referring to the negotiations, said that it was becoming manifest in Ireland that there were men on the other side who took risks in fighting to make peace between two great races. Referring to the pro- pored dominion status of Ireland he said it was difficult and dangerous to attempt to defins such status. but Ireland's guara tee in the exercise of it lay in the fact that the other dominions would feel their own position jeopardised if an attempt were made to -encroach on Ireland's rights. He emphasized that there had been complete acceptance of allegiance to the Crown and membership of the Empire.

LIMITATION OF FORCES. Referring to the limitation of Ireland's forces, the Premier mentioned the danger otherwise of the creation of two rival armies in Ireland and pass ble conflict with Ulster.

Replying to an interrogation as to how he proposed to enforce this provision, the Premier said if the treaty were broken the Empire was quits capable of dealing ..... with the situation as it dealt with breaches of treaties

by far more formidable powers.

NAVAL SAFEGUARDS.

As regards naval safeguards, he explained, the necessity of securing unquestioned free access to Irish porta in the time of need.

Referring to the clause empowering Ireland to impose tariffs on British goods, he said the safeguard lay in the fact that Ireland was more dependent on Britain

CHINA OFFERS PURCHASE.

CABLED TO TOKYO,

WASHINGTON, December 14. At a meeting of the Far Eastern Committee, the Chinese presented a detailed statement regarding the. special spheres of interest to which China particularly objects. The Japanese requested time to study this statement before discussing it.

The Japanese have telegraphed to Tokyo China's counter proposal to purchase the Kiaochow-Tainanłu railway. A souple of days' delay, in the conclusion of the Chinese and Japanese negotiations minst therefore be expected. China is reported to be ready to pay in! bonds but the Japanese desire further security.

It is noteworthy that the Chinese and Japanese pegotiations have been conducted entirely in the Eng- lish language in the pre ence of the British and Ameri- can representatives,

The Chinese delegation has requested abrogation of the Famous Chinese and Japanese Twenty-one damand treaty of 1915 and all treaties granting special spheres of influence in China.

In his speech at Manchester, Sir Edward Grey said the real difficulty in the Far East at present was the question of China which had not been solved by the Washington Conference. The danger of the Chinese question was that while China remained in a state of

haos the countries interested in China might be drawn. into interference which might produce grest difficulties between themselves besides considerably injuring Chian. There was only oe safety in the Far East at present, namely that the powers interested in China should be united in consultation,
