LONDON, December 5. The Sian Fein reply to the Government's proposals cabled on December 2 was handed to the Government yesterday. It is described as a reasoned negative sug gesting certain amendments. Negotiations have not been broken off but the antlook if grave, The King gave an audience to Mr. Lloyd Georgo this morning and lengthily discussed the latest phase in the negotiations. A full meeting of the Cabinet was subsequently held.

LONDON, December 5, The death is announced of Brigadier-General G. F, Phillips, former Aide de Camp to the Governor of Hong kong.

[Brigadier-General George Fraser Phillips, CB C.M.Q., joined the West Yorkshire Regt., in 1885, He was appointed A.D.C. to the Governor of Hongkong in 1897. He commanded the 2nd Batt. Wert Yorkshire Regt, also the International Force in Scutari where he was Governor from 1913 until the outbreak of war. He commanded the 2nd Batt., West Yorkshire Regt. in France, in 1914. From 1915 to 1916 he was Military)! Attacho, Serbia and Montenegro; from 1916 to 1917 Head of the British Military Mission, Greece; and from 1918 to 1920 saw service in the same capftity if Albania. Brigadier General Phillips, who was also 4 member of the Allied Military Control Mission; eti Athens in December, 1917, retired from the Service in 1920.]

WASHINGTON, December 5. It is doânitely and authoritatively learned that the draft of a quadruple extents as a substitute for the Anglo-Japanese Alliance is now being considered by the British, Japanese, American and French Governments.

The newspapers report that President Harding in the course of the andual message to Congress which |·reassembles on December 6, will state that should the -conference fail he estimates the United States should spend over $3,000,000 on the army and navy in the year ending July 30,1829. This would be $60,000,000 less thau the expenditure for the current year but would be far above pre-war appropriations. The message con- tinues that the United States cannot greatly reduce her Emilitary and naval appropriations until all the powers Bkewise agree. The revenuc for 1923 is estimated at $3,338,000,000 dollars and the expenditure at $3,305,-- |000,000, including war debt $370,000,000, navy 3432,- |000,000, and reduction of debt $369,000,000.

SHANTUNG CONSIDERED.

WASHINGTON, December 5. While the formal session of the conference has been suspended until December 7, informal discussiona between groups of delegates continue, the most import- ant being the Chinese and Japanese conversations with regard to Shantung. No definite development in the naval negotiations can be expected until the Japanese delegates receive the anticipated statement on the views of their Government,
