It is positively stated in some quarters that after a determined effort to secure seventy per cent, capital ship strength, Japan is now disposed to accept the original estimate. Until an official announcement on the matter is made it would be uuwise to build hopes on this report, but little surprise would be felt were Japan speadily to come into line with the American programme.
Though the Chinese question is not susceptible to immediate solution some of its aspects are undoubtedly ripe for treatment immediately. It would be surprising were the issues connected with the Japanese Twenty- One Domanis and the position of Japan in Shantang not debated and settled in principle before the Confer ence rises. The Chinese representatives will certainly raise them and the Japanese delegation which has shown à laudabie moderation daring the conference may earn the gratitude of the other powers by facing them frank- ly in a conciliatory spirit.
