NEW AFGHAN TREATY.
INTERCHANGE OF MINISTERS.
LONDON, November 24.. Under the Anglo-Afghan treaty there will be an interchange of ministers between London and Kabul and consuls between Afghanistan and India. Afghanis tan reaffirms her acceptance of the existing frontier with a slight realignment of the boundary demarcated by the British commission in the autumn of 1919. The privilege of importing munitions through India is restored to Afghanistan.

noga yesterday and seized 3,000 taels of raw non-Government opium worth $7,200 which was contained in five bags concealed in the ventilator in the forepeak. No arrest was made, and the drug was brought ashore and removed to the Import and Export Offico.
Another 300 taels of raw opium was seized by the revenue officers on board the s.s. "Hozui Mara" lying at anchor in West Point. This time the drug which was worth $600 was ponrealed in the propeller shaft. In this case alao, no arrest was made.
