PRINCE OF WALES IN INDIA.

LONDON, November istb. There are indications that the submarine question is likely to prove a knotty point in any sertlement of the naval limitations soheme. Keen observes on the spot at Washington surmise that Great Britain will agree to complete teende of naval holiday in return for some reduc tom of the submarine tonnage under M. Hughes's plan. The reluctant at tude of Amerien towards Emitation of fonnage and size of submarines is rather altributed to leg naval experts than to Elte general public who it in believed, magination of Indian appier of Mr. Balfour's proposal not. Senator Berah, the originator of the aldly Bill authorising the Conference. It is furthermore declared that the British desire to strengthen the Amerivan scheme I scrapping plant and material repy- sary for making ships and guns except se far as these are orgessary for repair of the reared Beet or repincemeat of an accidentally destroyed unit. 14 is thought that this will provide a solid Kusentter and will guard against any Power breaking away from the compact springing a surprise on its neighbours.

LONDON, November 18th. Apparently the Indian non-co-opera- fots attempt to boycott the Pince of Wales gnominiously failed judging from a win from Bombay stating that the route of the state drive through the city was packed with vast crowds who had throng-

d into town. There is not the slightest doubt that the visit has captured the

CHINA'S OPIUM TRAFFIC

LONDON, November 15th. Correspondence helween Groat. Britnin and China is published to-night with re- ference to the increasing cultivation of opium in China It concludes with a alrongly-warded British Note presented on June 30th affirming that poppy-cultiva- tion in Kansu and Hunan has enormously increra ut under the direct encouragement of the authorities. It says that the Bri- fish Government and people are in Wasneros, November 18th.

It was understood, however, that a slightly greater general fanunge was desired, to include the Mutsu, aud that the type of defensive vessels referged to was light cruisers suitable for policing Onontal waters against pirates. the hope to take up the matter of the abolition of submarines, poison gas and similar instruments of warfare is the Conference.

LATED.

The Conference's decision. to consider China's cas: before proceeding with other points has caused some surprisn, but it i is 'ecognised that many of the ultimate problems re closely connected with China and cannot well be settled before her case is thoroughly reviewed and re- gularized.

Discussing the Chinese memorandum with Chinese delegates Renter was inform ed that on the whole they are pleased with the reception accorded it though they somewhat resent what they term the crop of surmises and illogical deductions which it has aroused in the American press, China in presenting such a brondly- modelled domument wished to avail her- self of the opportunity to define clearly ker position vis-a-vis the other Powers.`

LONDON, November 15th.

Au acenunt of Mr. Hughes's speech at the opening of the Far Eastern Commit- tee says that he suggested extenuating circumstances for China's present position owing to the recent changed form of Gov- ernment. He recalled, in this connection, America's dishevelled condition after the revolution and before all the states ac cepted the present constitution.. Upon the principle of the open door he is re ported to have said that when it way opened Japan would stand 01 the threshold.and would be the first to profit und the system of equal opportunity.

WASHINGTON, November 18th.. Mr. Ma Soo rescribes the Peking dele. gation proposals as distinctly disappoint ing. He declared that the Chinese want- ed action which would lend to the restitu tion of Chinese rights, particularly the return of Shantung, Manchuria, Inner Mongolia and Tibet, the abrogation of the well-known twenty-one demands and Ah 1918 rgreement as well as the sories

Sino-Japanese secret treaties, the re-i nunciation of obnoxious spheres of in- fluence and the withdrawal of foreign garrisions.

LONDON, November 18th.. The disposition at Washington is to regard Ching's proposals for the solú tion of her problems as approximating closely to America's ideas. The Chinese delegates deny that any white man was concerned in formulating their ten-points, but according to one correspondent it is recognised that "

MOTOR VEHICLES.

PROSPECTS OF TRADE WITH

THE FAR EAST.`

Sir Raymond Dennis, K.B.E., who is Managing Director of Messrs. Dennis Bros., Ltd., motor vehicle man- ufacturers, in the picturesque Surrey town of Guildford, has just returned to England after a twenty months* business tour of the world, visiting, amongst other countries, Burmsh, Federated Malay States, Dutel East Indies, China, and Japan. Sir Raymond thinks that the op- portunities for foreign trade in motor vehicles has been exaggerat:d, because-and here the Far East is directly concerned the condition of the roads and weakness of the bridges prohibit the free use of mechanically propelled vehicles. Japan is men. tioned as a case in point, where in Tokyo, Osaka, and Kobe the maximum gross load allowed is four,. three, and two tona respectively. Despite Sir Raymond Dennis's conten- tions, we believe that the markets for commercial vehicles in the Far East are well worth careful ex- ploitation. Roads are not likely to be constructed nor bridges strengthened until the necessity for doing so is made perfectly obvious, One of the most potential methods for achieving this is by showing that the vehicles are here ready and waiting for such develop ments. If manufacturers wait until roads are ready for them, then progress. will be slow indeed. America has not adopted this course." In par ticular is it nécessary to familiariee the Chinese with the advantages of motor traffic. The foreign element in China does not need-such education. In the meantime, many makers in Great Britain produce the lighter vehicle which is suitable for the Far East. For such a great potential market exists in this part of the world. Sir Raymond Dennis is much impress- ed with the fact that foreign markets- prefer British goods. Surely this goodwill is worth fostering!
