WASHINGTON, November 17. The French delegation agrees that the Chinese pro posals form a suitable basis for discussion of the entire Far Eastern question: They presume that the Ching delegates will take early occasion to suggest specille settlement of outstanding issues like Shantung, Mongolia and Manchuria.
Signor Schanzer declared that the Italists were in readiness cordially to co-operate in solving Far Eastern problems, especially regarding Chins. The Italians would support any solution calculated to ensure free development and faciliate the progress of China.
ABOLITION OF SUBMARINES.
NEW YORK, November 17. The Herall and the Fimes both support Mr. Balfour's plea for abolition of submarines. The Herald saya: "Let every unnatural force against welfare be swept away even if necessary aeroplanes as instruments of war."

MERGER WITH AMERICAN COMPANY.
NEW YORK, Nov. 17. Shareholders of the Delaware Union Oil Co., have ratified a proposed merger with the Royal Dutch Shell and Transport Companies. The new company will be capitalised at ten million shares without par value, the Dutch company receiving 72 per cent and nominating. fifteen directors, the Union company receiving the re- mainder of the shares and nominating four directors.
