It is like urging a person who has made a failure of a small boarding house to open and run a large hotel. Until we can obtain and keep competent staffs to run the inadequate schools we already have, it is hopeless to talk of enlarging our educational responsibilities. We are indebted to the Commissioners on Child Labour for a phrase that is singularly apt to this occasion, and we use it to point out that education in Hongkong is a moral rather than au economic problem--which means that we have got to think of the need. first, and hang the expense.
