The situation gradually improved ontil the Chita Government was est- ablished. The Japanese authorities, in the hope of effecting military evacuation after entering into an understanding with the Chits an- thorities, acceded to the request of the Chita Government for a con- ference at Dairen.
"It is quite regrettable, however, that before the negotiations wet brought to successful conclusion, the Chita delegates were obliged to withdraw on account of internal poli- tical circumstances. The Japanese Government has no-ulterior motive in dealing with the Chita Government and can only wait for a better opportunity for the resumption of negotiations."
The Premier then passed on to domestic questions and called atten- tion to the marked increase of the national economic power as compared with some twenty years ago. "The financial capacity of the Empire has been more doubled the past twenty years," he said, "and the people may rest assured that the present economic difficulty can be overcome if the people determine to rise to the aid of the Government policies."
The Minister of Education also spoke regarding educational affairs.
