LONDON, September 9th. The trade return, indicate some revivaj in beth imports and exports, as compared with the low point reached during the coal strike. Exporta and imports, each, have increased about £8.000,000. a com-
pared with July, while the exports for the month are about £10.000.000, showing s further
recovery in merchant trade in forsiga and colonial goods.
Over 3,000,000 teas of coal. valued at £3.500.000, were exported in August.
Raw materials. worth £19.000.000, were imported, as
as compared with £15.950.000 in July; £18,000.000 worth of manufac tured goods were imported in each month; but the exports of manufactured goods in August wore £40.000,000. an in- crease of £3,250,000, as compared with July exports.
WASHINGTON CONFERENCE.

LONDON. September 9th. A Washington telegram says there is some reason doubt that the Disarmament Conference can be kept on a plane above party politics in the United States. The
Committee Democratic National began to issue iiterature, which, in effect, attacks the Conference. The chief point in the criticis is the introduction of the purely diplomatic Asiatic question, which, it is argued, only complicates the question of limitation of armaments, and, thus, can only operate against speedy and successful resulta.

Losnos, September 5th. The death is announced of Sir David Erskine, K.C.V.O.. D.L., who was Ser- geant-at-Arms to the House of Commons from 1855 to 1915, Gentleman Usher of the Eobes from 1901 to 1919, and Groom of the Robes to Queen Victoria from 18 to 1901. Sir David was a Crimean veteran,

SHIP LOSS INQUIRY.
ALLEGED PLOT TO SINK HER.
At the Board of Trade inquiry in Glasgow into the loss of the British steamer "Spatbari," which foundered off the Portuguese coast on April 29 last, evidence by the second engineer Mitchell was that water gathered in the engineroom. When he drew the chief engineer's attention, the latter replied. "Do nothing; I am going to put her under.”
Mitchell said he saw the chief engineer open the sea valves and the bilge suction valve,
Albert Browning, steward, said he asked the chief engineer what the game was. The chief enginzer pat- ted him on the shoulder and said. "It is all right. steward, leave in to me: I am going to do it at 10 o'clock." In a later conversation with the chief engineer, Browning saidi" Mr. Malley, will you tell me the time you are going to sink the 96 because I want to get some res into the boats and to get my bas packed?"
Later in the small boat, when the chief officer wanted to go back and save the ship, the chief engineer (ac- cording to Browning) said. "I will go back and finish her," to which the chief officer replied, "You will do nothing of the kind while I am bete"

The Board of Trade Court of In- quiry found that the loss was caused by Thomas Malley, chief engineer, wilfully scuttling her by opening the sea communications in the engine- FOOTL
The court also found that the master and officers failed to make any adequate effort to find out the cause of the ship making water, or to save her from being sunk, and that they prematurely abandoned the ship. Malley's certificate was cancelled, and the master's suspended for three months.
The court formed the impression that the master, owing to his age and state of health, aggravated by trying war-time experiences, was unfit to fill any position of responsí. bility at sea.
U.S. SHIPPING BOARD.
THREAT TO BAITISH LINES.
An Associated Press despatch from London reported that the United States Shipping Board had delivered an ultimatum to the British shipping lines that "unless fair treatment were accorded to American ships in con. tracts for the 'transport of cotton from Alexandria, Egypt, to the United Kingdom and the United States the Shipping Board will "declare an open market and baul anything anywhere at any rate." But an Associated Press despatch from Washington which tried secure confirma- tion of the London statement says that the Shipping Board, while pre- pared to adopt aggressive measures "to ensure fair treatment of American ship has no information whatever about an ultimatum. It is pointed out that Senator Jones and others have been very active in securing facility for Americas shipping, and a like disposition on the part of other Powers in friendly rivalry must be expected.
