Millerand said that in view of Anglo-French naval collaboration in the war it was impossible that the inevitable clouds through which they were pass- France menaced nobody and only ing should not soon be dissipated. desired to ensure her own security and maintain the peace of the world in M Guisthan, the Minister of Marine, agreement with the Allies. referring to disarmament, said that the French navy could not be weakened beyond the limits which might be defined by the following conditions:-(1) maintenance of France's communications with French Africa in the Med. iterranean; (2) assurance that France would have nothing to fear if the French feet opposed the German; (3) security in the colonies; and (4) ability to place forces worthy of France at the side of her great maritime allies.

The Tinus is now certain that there will be no preliminary conference either in London or Washington, but this does not preclude the possibility of informal consultations with a view to clearing the ground for the Washington disarmament conference. There is reason to believe that if the idea of such informal consultations is commendable to other governments they will be invited to Washington. The United States is willing to help its realisation and in that event London would be the natural venue and the participation of the Dominions premiers who are still in England seeme natural and desirable.
CAPITAL SHIPS IN COMMISSION AND PROJECTED.
LONDON, July 25. to the House of Commons at question-time, Lt.Colonel Amery. Parliamentary and Financial Secretary to the Admiralty, stated that the number of capital ships projected for the United States, Japan and the British Empire was one, ten, and four, respectively. The number maintain ed in full commission was sixteen, eighteen and thirteer, respectively, besides three battle cruisers for the British Empire.

At Nancy.correctional tribunal M Louis Dumur, author of The Batcher of Verdun," was sued for 20,000 frans damages by Mlle. Blanche Deseren, daughter of a of local tradesman, on account alleged imputations made against her in his book.
According to the writer the Crown Prisce took notice of the plaintiff when he established iis beadquarters at Stenay during the war.
It is asserted that the writer für ther alleges that the girl appreciated! these Imperial attentions, but Mile. Desseren declares that the relations which were inevitabe under the
circumstances between herself and the Prince were entirely honourable. and accuses the author of the book with calumniating her.
During the 48 hours ended yesterday three Chinese died from plague. There were also reported four cases of paratyphoid fever, two Japanese, one British, and the other Chinese; three cases of cerebro spinai fever, all Chinese; two imported cases of enteric. fever, also both Chinese, and one case of plague. Last week seven Chinese died from influenza (not notifiable), two from cerebro spinal fever, and one from puerperal fever. One case diphtheria, British; three of plague Chinese; one of cerebro spinal fever. Chinese; and two of enteric fever,! one British and the other Chinese,! were also reported.
