JAPAN'S ATTITUDE:
LONDON, July 22. Reuter learns from à Japanese source that the United States bas, not yet replied to the latest japanese note. Negotiations are contiming at Washington but Japan is not proposing any Programme, regarding that as not ber business. Concening the return of Shantung to China, which seems to have been one of the most discussed questions. Bøyler's informant declared that Japan has on one or two occasions expressed her readiness immediately to return the territory to China with necessary security for Japanese capital and nationals, but China instated that the territory should be returned direct by Germany.

WARRINGTON, July 23. Officials are awaiting the result of discussione by the Japanese Privy Council.
