The advantages of operating R plant in this manner appeared at first sight to be very great indred, and it was in fact regarded by many as the ideal to be aimed at in every station. Experience, however, showed that a very soft feed water, involved trou- bles of its own. This was, in fact, not a new discovery, for engineers had known for years that it was unsafe to carry softening too far. Ordinary softering processes still leave soluble salts of 1a-ious kinds in the water, and it did not seem unreasonable to imagine that some of these, under the influence of high temperature and pressure might be reponsible for the corrosion of ballers which sometimes occurred with over-softened water. Naturally soft water was also recognised as liable to cause corrosion, but here again it Immigration authorities seemed possible that the effect was heard his explanation for his due to something quite different from presence in England, and be was the mere absence of hardness. Considerable attention has been paid to this question in the United States, where a committee of the National Board will, if adopted, probibit the discharge of oil refuse of any kind from any ship of American registry while at sea within a hundred miles of an inhabited beach of any or all nations. The American belief ia that, with such a law in force Bimilar action on the part of other nations can very likely be secured by international agreements. The investigations of the committee show that nearly all the most important American harbours have had con- *siderable trouble from the oil misance, while some have experienced serious fires, due to this cause. The recom- mendations include the establishment of harbour patrols to prevent ships discharging oil overboard in barbour, and the provision of other means for its disposal.
