PARIS, July 20. A message from Oppeln states that the French, British and Italian commissioners have sent a joint note to the Conference of Ambassadors drawing attention to the necessity of sending reinforcements to Upper Silesia.

The British Charge d'Affaires has handed M. Briand the British reply to the French note regarding Upper Silesia. The cogitants of the reply were as already cabled, The French Government is replying immediately. It appears that the French still bold the opinion that it is desirable to send reinforcements to Upper Silesia before any decision is taken in order that the carrying out of the decision may be assured beforehand.
