NEGOTIATIONS REACH- CRUCIAL STAGE.

THE CRUX OF THE SITUATION.

LONDON, July 18.

The Irish negotiations appear to have reached a crucial stage. Mr. De Valera, who was again cheered by the crowd in the street, bad nearly two hours conversation with Mr. Lloyd George at Downing Brest in the evening after which it was officially announced that conversations would be resumed on Thursday, Sir James Craig and the Ulster Cabinet Ministers arrived at Downing Street shortly before Mr. De Valera left, and after Mr. De Valéra's departure Sir James Craig had an hour's interview with the Premier. It is stated that Mr. Lloyd George during the week-end informed Sir James Craig of Mr. De Valera's proposals for settlement. These were examined by the Ulster Cabinet whose views were conveyed to the Premier. The conversation between the Premier and Mr. De Valera in the evening is thought to have related to the attitude of Ulster which is regarded as the crux of the question. It is stated that Mr. De Valera wil submit the resul of the negotiations to the Sinn Fein Parliament in Dublin,

HONGKONG GOVERNMENT.

SHANGHAI COMMENT.

COMPARISON WITH CEYLON.

Those in Shanghai who have for greater unofficial representation watched the struggle in Hongkong on the Legistative Council will learn with interest that the Ceylon Legis {lative Council met last month under ita new constitution, rays the N. C. the old order of things the unofficial Daily Ness. By this departure from members have been given more power, and, as the Governor rightly said. more responsibility. Such is not the case in Hongkong fr the unofficial minority there сап never carry a point against the government, Aud consequently they have really no responsibility, or if they have, no means of exercising it It is difficult to conceive why, if some measure of constitutional reform is granted to Caylon, similar action may not be taken with regard to Hongkong. Certainly there is not very much the two and the safeguards that real diference in status between

must of necessity be maintained, in the Imperial interests, in Ceylon would be as amply adequate in the case of Hongkong. LONDON, July 18.

It is to be hoped that those who are Sir James Craig and his colleagues have returned to Belfast. Sir agitating for constitutional reform in James said he was well satisfed with efforts made towards peace and Hongkong will continue to do so especially pleased by De Valera's decision to base his claim on the right of until their point is gaired. There is self-determination because Ulster claimed that it had already exercised that nature which need in no way in- so much to be done cf a municipal right. It now merely remained for De Valera and Britala to come to terfere with the wider activities of terms with regard to south Ireland, in which the people of north Ireland officialdom, and so many men of ripe claimed no right to intervene. When that was accomplished northern Ire-judgment and executive ability that land would cordially co-operate with southern Ireland in matters of common it is now open to question whether interest. 6e Sinn Fein and British military authorities in Ireland have concluded an agreement whereby all restrictions on fairs and markets are rescinded. The Sinn-Fein government has directed all citites to co-operate 'n fling trenches, removing road obstructions, and repeýl

NO PARTITION.

RURAL IRELAND QUIET.

It is anounced from Dublin Castle that with the exception of the recent sporadic outbreaks in the Belfast district, rural Ireland continues very orderly.

CRAIG PLEASED.

By an overwhelming majority at the recent elections the constitutional method of expressing self-determination the people of North Ireland had determined on their own parliament. Mr. De Valera had already admitted North Ireland's right to self-determination by patting up candidatesfor the Northern Parliament who had advocated no partition. This was the sole issue of the elections and was rejected by the larges: majority ever secured in a general election anywhere in the world.

BRAN PIE."

It is a good joke that will bear repetition and so for the reason that "Braa Pie" is not new to Hongkong there is all the more reason to con- gratulate the Bandman company upon the outstanding success of their opening performance at the Theatre Royal last night. There was a good the audience was generous with in house" to give them welcome and

applause.

On the programme "Bran Pie** is styled a "musical revue in two acts but that is really a managerial euphemism for plain vaudeville in a gleam of a theme to string the piece theatrical setting; There is not the

together and it is a tribute to the ability of the artists and those re sponsible for the stage management that by resourceful arrangement of quick change, spectacular scene and varied talent they were able to make the entertainment go through with such a fine effect of verve and swing. It was a bright show deftly staged and from spright-

the attention of the audience and ly opening chorus to finale it gripped

held it tight.

LONDON, July 18. Another sweltering day with a rising barometer has dispelled the hopes of a break in the drought that were excited by a few local thunder showers yesterday. A new anticyclone has arrived from the south-west covering the whole of the British isies and the depression whereon hopes of rain were centred has moved towards the Arctic, The warmest weather is were the bright particular stars in predicted.
