VERSAILLES TREATY.

ONLY PROPER SAFEGUARD FOR AMERICAN INTERESTS.

EXPURGATED VERSION PREPARED,

WASHINGTON, July 8.

The opinion is being expressed that the interests of the United States can only properly be safeguarded by the Treaty of Versailles. Mr. Hughes, the Secretary of State, has prepared an expurgated version of the Treaty which it is considered will command the necessary majority of the senate in which for the "Council of the League of Nations" is substituted the "Prin- cipal Allied and Associated Powers." Part four is mostly retained with ex- ceptions. For example of clauses dealing with Shantung Peninsula are elistivated. American representation on the Reparations Commission, how. ever, is assured. Mr. Hughes' principle appears to be the retention of classes in which the United States is directly interested or which are not Sikely to entangle the United States in European affairs.
