To-day again was evident the inadequate accomminglation and general inefficiency of the arrangements at Lords. A recurrence of Saturday's con- fusion and struggling was only prevented by a reinforcement of Police. The principal queue at 10 o'clock was a mile long three deep. · LONDON, June 13, A world colton conference representing 19 nations presided over by Sir Alfred Emmott opened in Liverpool Liect Colonel John Shute, President of the Liverpool Cotton Association, welcoming the delegates, said that good understanding between employers and employed was essential to the world's prosperity. Sir A. Emmott in an optimistic speech on the subject of industrial troubles, firmly believed as regards the cotton trade that before long we would need millions of bales of cotton yearly.

In the House of Commons, replying to Colonel J. Gi Wedgwood, Mr | 10-1. | Stanley Baldwin, President of the Board of Trade, stated that the proposed government grant of approximately' £1,000,000 for purposes of the British Cotton Growing Association was conditional on the cotton trade of Britain making a voluntary levy at the rate of sixpence per bale on all cotton consumed for a maximum period of five years. The grant was in lien of five annual votes of £50,000 for the promotion of cotton growing within the Empire. The grant would not be derived from the taxpayer but was the Government's share of the surplus, from the operation of the Egyptian cotton control scheme of 1918-19.
