The Supreme Council, last night, tele graphed a formal invitation to the United Etates Government inviting participation in the Supreme Council, the Conference ef Ambassadors and the Reparations Com mission.
A communiqué says that the Allies' are proceeding from today with the prelimin
ary measures for the occupation of the
Kühr ares, and have invited the Repara- Noan Commission to notify the German Government, the latest by May 6th, its decision on the subject of the time and methods of Germany's payment of her debt to the Allies, and to summon Get- many to declare, categorically, within six days of the receipt of the above decision, her resolution, unreservedly, to carry out the obligations as regards reparations, disarmament and trial of war criminal, otherwise the Allies proceed on May 19th with the occupation of the Ruhr Valley, and other military and naval measures. The occupation would last until the conditions are fulfilled

Commenting on the despatch of its Péking correspondent, dealing with China's francial problems, the Times infers that there is now a better pro- spect of the Chinese Government's Enances being placed on a sounder footing, as the Iccal banks are insist- ing on Brancial reform. The Chinese Consortium has, definitely, pledged itself to co-operative action, and, il. the increasing Financial necessities induse sounder methods of finance on the part of the Chinese Government *end lessen the hands available for in- ternal strife, there should be a pro- spect of the resumption of the Con- scrtium's activities as the conditions in the world's money markets im- prove.
