BRITISH NAVY.
LORD HALDANE DESIRES GREATER EFFICIENCY. :
LONDON, May 4. Enhancement of the efficiency of the Navy throughout the Empire was the keynote of a speech made in the House of Lords by Lord Haldane who advocated separation of the strategic side of the naval war staff from the administrative. He dwelt on the successful working at the imperial defence committee and urged the formation of an imperii naval war staff. He hoped there would be a college at which officers trom the Dominions could be trained so that cohesion of ideas would be formed. Lord Crewe spoke support of these remarks. Lord Lee, replying, emphasised the necessity for the closest co-operation between the naval and military staffs. Though be deprecated coalition the separation desired by Lord Haldane had already been effected as far as practicable at present. He pointed out that the Cominions had already been invited to send officers to the naval staff college to participate there and in the administrative work at the Admiralty for the purpose of obtaining a thorough acquaintance of our whole system. The matter would be more fully explored at the forthcoming Imperial Cabinet meeting. The Admiralty" wholeheartedly approved of it..
FIGHTING IN UPPER SILÄESITA
POLES IN CONFLICT WITH FRENCH AND ITALIANS.
BERLIN, May 4 German semi-official advices from various centres in Upper Silesia ow that the Poles have surrounded all and occupied some of the large towns in the industrial region. Preminent Germans have been arrested a koutages. The occupation of Rybnik where the Polish flag is dying above the townhall was preceded by sharp fighting with the Italians whose losses gre considerable. The Italians, however drove out the Poles from the town of Pless and arrested a number of the leaders. The rebels hold the whole sight bank in the Ratisbor area and are conscripting able bodied men elsewhere. Trains at evening from Poland brought troops to Myslowitz, but the French arrived later and disarmed them. The insurgents, after bomb throwing, reoccupied the town. French motor cars at Laurahmette and Livelily met with fusillades but effectually replied with machine-guns. Fresh rebels assembled outside Kattowitz and are advancing on Bogutschutz and Bismarckhuette.

LONDON, May 4.
The national revival in France is evidenced by the preparations to celebrate on May 5, the centenary of the death of Napoleon. Pilgrimages will be made to his tomb at the Invalides, Paris, where Marshal Foch will address notable personages, including the allied representatives. Solema -ceremonies will be held at Notre Dame and many churches." The Archbi shop of Paris will pronounce absolution at the moment of Napoleon's death when salvoes of 101 guns will be fired. Flags will be flown at half-mast. Besides in Paris the celebrations will be very impressive în Corsica and Mayence.

NO LEGISLATION FOR COMPULSORY RESTRICTION,
LONDON, May 4. In the House of Commons at question time, Sir Kingsley Wood stated that he had received proposals for legislation restricting the output of rubber in Malaya but after careful consideration he had decided not to introduce Legislation because such a policy would involve financial liabilities which the Malay States would not be able to afford and would also necessitate undue government interference in economic conditions. "Sir Kingsley Wood deeply regretted the present state of the rubber industry but felt that con- ditions must be allowed to right themselves."
U.S.. NAVAL APPROPRIATIONS.
WASHINGTON, May 5. The Senate naval committee has ordered the naval bill to be reported after increasing the total appropriations from $396,000,000 to $496,000,000 restoring it almost to the same form in which it was defeated last March. Senator Borah's amendment requesting President Harding to call an in- ternational disarmament conference was defeated in committee.
