SUPREME COUNCIL MEETS TO-DAY,

LONDON, April 29. The French and Belgian representatives arrived today to attend the Supreme Council. The Italian representative arrives tomorrow morning. Lord. The coal-owners have made a statement that negotiations have broken down on a purely political issue. The men have been kept in the dark. The owners are returning to the districts where the men have been invited to discuss wages. It is imofficially stated many owners, have been repeatedly urged by men in the districts to fix up some arrangement enabling a resumption of work.
