The text of President Harding's message to Congress reveals that be approved the termination of the technical state of war against the Central Powers of Europe by resolution of Congress with qualifications essential to protect, all United States rights. The President has definitely declared that the United States will not join the existing League of Nations, but added in making this announcement to the world: "We in nowise surrender our aim for an association to promote peace in which we would most heartily join. He was considering the matter and hoped to be able to work out a plan for such an association. President Harding wished to eliminate the heavy burdens of armaments. He said that the United States was ready to co-operate with other nations to this end but the merest, predence forbade the United States to disarm aloce.

NO DESERTION,

The Lighest purpose of the League of Nations was defeated in linking it with the treaty of peace making it an enforcing agency of the victors of the war. "A resolution of Congress declaring a separate peace can in nowise be interpreted as a desertion from those with whom we shared the sacrifices of the war but we must place no difficulty in the way of effecting with just reparations that restoration for which all Europe yearns. Our
