JAPAN'S CROWN PRINCE IN CEYLON.

COLOMBO, March 29. The Crown Prince of Japan has arrived. He was received with a guard of honour, and drove from the quay to the residence of the governor whose guest he will be during his stay. It is understood that he visits Kandy to-morrow and leaves on Friday but the greatest secrecy is observed as regards his movements. A public reception had been planned but was cancelled at the request of the imperial government.

At a conference of the Independent Labour Party at Southport an overwhelming majority defeated a proposal which fifteen branches supported to accept the twenty-one conditions for affiliation with the Moscow Third Internationale. Subsequently a secession of the extremists was threatened.

A telegram from. Oppeln indicates that the German communists in Silesia are adopting Sinn Fein tactics. British troops are being rushed to the spot to quell the Red riots in the southern section of the plebiscite zone. When communists attacked a train thirteen soldiers were slightly wounded. The assailants filed when the train was stopped.

The first of the 535-foot ships constructed by the United States Shipping Board for the trans- Pacific run hai 01 "April 10, when the Pacific Mail steamer "Golden [State." docks at the China Mer- chants Lower Wharf. According to advices received by the local Pacific Mail office the "Golden State left-

San Francisco on March 19, and is due in Yokohama on April 4, reaching Shanghai six days later. The outward run will take 22 days via Honolulu, and the homeward | voyage, on which the "Golden State" departs on April 28, will be made in 19 days.

The "Golden State," like its Pacific Mail sister ships, the “Empire State," "Palmetto State,” "Lone Star State," and "Hoosier State," which are still in process of constraction, is 535 feet in length, and 72 feet wide, with a gross ton- nage of 13,500. It is equipped to carry 259 first class passengers, besides 300 in the steerage.
