IMPERIAL CUSTOMS CONFERENCE.
ARRANGEMENTS FOR PREFERENCE.
LONDON, March 22.
The imperial customs conference has closed. Besides the decisions already cabled, it reached an important conclusión on a method for calculat ing values for the purpose of arriving at the amount of preference. At present we have the anomaly of the Dominions stationing customs investig sting officers in Britain for the purpose of examining British invoices while foreign exporters are, exempt from supervision. This will be ended and a joint investigation service constituted, acting for all, the dopisloge, and applying to foreign as well as to British goods. Investigating oficials wil be stationed at a number of important centres in Europe. It was also decided to grant preference if the whole process of manufacture occurs in the United Kingdom, this disposing of the present differentiation in estimat- ing the British minimum of twenty-five per cent. Other items hitherto not included in the twenty-five per cent. limit will now be included, the principle being to bring all the dominions and colonies up to the level of the most favoured treatment accorded to British goods. Another subject for discurs. sion was the regulations governing the admission of commercial travellers samples. The conference agreed to adapt the British procedure, admitting samples under bond which is cancelled at exportation.
