HONGKONG'S SUPPLY DISCUSSED IN PARLIAME

LONDON, March 9.
In the House of Commons, replying to Mr. Gilbert, Mr. Montagu, stated that the agreement for the supply of opium to the Government of Hong- kong had been renewed for five years from January 1 with the modification that Hongkong would be supplied with ten chests of opiera a month at a fixed price. The Government of Hongkong was not obliged; to take any prescribed minimum quantity of opium.
Replying to Mr. Stewart, Mr. Montagu stated that he had asked the Government of India what amount of opium was' exported from India to Hongkong and the Straits in 1920. He promised to ask Mr. Churchill with regard to the prevention of smuggling from Harigkong and the Straits to China.
Commander Kenworthy declared that the export was very heary. This was taken up by Japanese merchants and taken to Chha. He urged the sloppage of the importation of opium from india to Chinafin unnecessary quantities.
Mr. Montaga agreed.

Capt. J. Rees suggested that the cultivation of opium in South China was so great that the disposal of this small surplus was neglegible.
Replying to Commander Kenworthy, Mr. Montagugated that his information did not bear out the statement that there was se poppy growing in China except on a strictly regulated scale.

BRITAIN'S DANGER OF LOSING JAPANESE MARKETS.

LONDON, March 9.
In the House of Commons, in the course of the debats on international trade, the Labour member, Mr. Graeme, urged the Board of Trade to remedy Britain's position in Japanese markets, a part of which we were in danger of losing owing to the uncertainty of our deliveries and high prices. He declared also that China's cotton trade, which was developing remarkably. threatened the keenest competition. Sir Robert Horn, reoying warned of the fatility of anticipating substantial results from a resumption of trade with Russia, although he was anxious to make a beginning. He pointed out that in addition to 80 per cent of the spindles agreeingan pay sixpence a bale on cotton used in this country, the Government had promised 550,000 a-year for five years in order to developvation of cotton in the Empire. The Government also proposed to improve guarantees under the export credit scheme by guaranteeing 85 per cent of the mer chants' seiling price.

A conference of Allied delegates settled the details of the enforcem ent
of the penalties agreed upon. The penalties cease when the 'questions of indemnity, disarmament, and war criminals have been solved..
The heads of the Allied delegations met at Downing Street and considered reports of the occupation of Duesseldorf, Duisburg, and Ruhrort, also that the inter-Allied Commission had seized the customs on the frontier and in the occupied territories, The British bill as regards the levy o n German imports has already been drafted and submitted to British. French, and Belgian experts with a view to drafting similar bills for the other Allied countries.
NO FRENCH ANNEXATION.
LONDON, March 10.
In consequence öf suggestive comments in the French newspap ers regarding the outcome of the establishment of a new customs barrier in the Rhineland, Mr. Lloyd George at last night's conference invited M. Briand to endorse the assurances previously given by M. Millerand and M, | Clemenceau 'that France did not contemplate #annexation or
autonomy of the Rhineland. M. Briand, in so doing, emphatically declared that responsible Frenchmen did not entertain such a feeling. Mr. Lloyd George expressed pleasure at the assurance.

HOW HE WAS ASSASSINATED.
AN UNHERDED WARNING.
The plot to assassinate the Fremier, Signor Dato, wp hatched by Spaniards in París as a reprisal for the repression of syndicalist disorders at Barcelona. Signor Dato received a telegram of warning from Paris on March 6. There were three 'assassius riding a single motor cycle, and sidecar. All fired browning revolvers with both hands, Signor Dato was hit in six places and his car was hit by 27 bullets. The Foreign Minister, Signor Lema, has been-recalled from Barcelona where he should have presided at the international communications conference.

Locally the visit of the Crown Prince has been made a mystery. No derrils have been made available as to any official steps taken to welcome. him. So far as Hongkong is con cerned the visit, seems to have re- solved itself into an exchange of salotes and a display of fags by most of the ispanese establishments. A Japanese paper reported that the Im- perial tourist, was to be accompanied. by party of moving picture experts who would take pictures of his daily movements. The Hongkong recla should prose interesting. It there- fore remains that practically nothing of absolute suthenticity can be given. It is understood that visits were ex- changed by the Crown Prince and H.E. the Governor, the latter receivi ing his visitor on H.M.S. "Curlew." His Imperial Highness will be the guest of His Majesty the King at Buckingham Palace for three days, and, will, afterwards, be provided with accommodation in a matision in London.
YIP MANDATE.
New York, March 8.. The text of the mandate for Yap submitted by Japan, to the League of Nations is published. It confirms the reports that Japan stipulated that her nationals should not be subjected to discriminatory and disadvantageous treatment in other mandated terri tories.
Washington official circles under- stand that this means, particularly, the ex-German Pacific Islands man- dated to Australasia.
It is understood that Washington official_circles have objections to this reservation of a similar character to the United States' objections to the provisions in the British Mesopota mian mandate, by which it is alleged. that Americans will be excluded from trading there,
