REPARATION PROBLEM. ·
DEBATE IN THE REICHSTAG ON HERR SIMONS' STATEMENT.
SUPPORT FOR THE GOVERNMENT.
BERLIN, February 2. In the debate in the Reichstag on Herr Simons' statement, Herr Schiffer, former Minister of Justice, on behalf of the Coalition Parties, approved the declarations as regards disarmament and reparations, and undertook to support the Government if counter proposals were rejected and the Entente abided by its demands. Herr Hermann Mueller, former Chancellor, on be half of the Right Socialists, also supported the Government. He appealed to foreign workers to encourage negotiations for a practical solution of the reparations problem and warned the German militarists against secret organizations and the risks of delaying disarmament. Herr Hergt, who objected, on behalf of the German Nationals, to compliance with the disarmament demands, was greeted with shouts of "Junker!" Herr Ledsbow. (Independent Secialist) denounced these views and urged the Government to negotiate if the Entente submitted alternative proposals. He derided the Conservatives' protests against the preparation of demands and the view that they intended to exact even larger tribute if victorious.
FINANCIAL ASPECT.
"PARIS, February 3. An annexe to the report of the Allied experts at the Brussels Con ference points out that the Egures of the German Budget for. 1920 can only be accepted with reserve as the Government and Parliament were! anxious to emphasise the precariousness of the German financial position. The report refers to the thermous budgetted increase in administrative experditure as a whole. As regards revenue the duties on liquors, tobacco, coffee, tea, and sugar are very far below what Great Britain, France, and ... Italy impcre. The exports advocate an increase in duties. This is desir able because wages and the prices of raw materials have not risen in *Germany proportionally to the value of the mark abroad, which makes German exportation a regular dumping business. They believe that future budgets may be expected to balance and Germany meet her treaty obliga tions by revenue from taxation.
WHY GERMANY MUST ATTEND LONDON CONFERENCE.
LONDON, February 2.
Reuter learns that Germany up to the present has not replied officially to the invitation to the conference to be held in London on February 28. but British well-informed circles believe that Germany is bound to take the opportunity to discuss matters in detail in London, while it should be ancer-teed in Berlin that the Faris settlement is final so far as the Allies are concerned..
FRENCH NEWSPAPER DEMANDS FIRM MEASURES.
PARIS, February 3. The Temps declares that the Allies must adopt firm measures in connection with Germany's refusal to comply with the decisions of the conference and suggests that the Ailies (1) immediately take possession of the German customs in their respective zozes on the left bank of the Rhine, (2) inmediately establish customs cordons separating the occupied from the uncccupied territories, and (3) immediately come to an arrangement for the purpose of establishing a customs regime including a tarif in the upied territories. The Temps concludes: Germany proposes to talk but we propose to act.

LONDON, February 2.
It is stated in Goverment circles in DubEn that there are signs that the Irish Republican Army is urgently, in need of funds. Collections were made in the streets of Dublin on Sunday, also in houses. A number of collectors were arrested. The authorities hare in their possession a copy of a notice sent to householders in County Tipperary announcing that the colonel of a mid-Tipperary brigade had decided to impose a levy order of the army to equip the brigade.
It is officially reported that two armed masked men entered the house of a justice of the peace at MBtown and demanded money. When resis- tance was offered the justice was shot dead and his son teriously wounded. Three armed men visited a bouse in Inchicore and seized £114 in

The Time Ballon Enwloon Signal Hill is dropped daily st 10 am, and 4 pm.. except on Babordays when it is cropped at 10 am and 1 pm, and on Sundaya and Hoildaya ten it is dropped at 19 a.m.
The Ball hoisted half was at the 55:h minute and fali mast at the 57th minutą, Abould the ball fail to drop at the correct time it will be lowered at 5 minutes past the hour and the ordinary routine repeat- ed at the following hour, if possible.
Should the Time Ball be put of order the above routine will be carried out" with the flag" on the Storm Signal mast
