The statement of the Foreign Minister, Herz Simons in the Reichstag Yesterday's Cabinet great excitement. to-day was awaited with meeting summoned to consider the Allied notes embodying the decisions of the Paris Confererte lasted untils late hour after which it was reported that Herr Simons had resigned, but today it is believed that he will retain office. According to the Boersen Zeitung. Herr Simons will tell the Reichstag that Germany cannot accept the Allied demands because they are impracticable. He will explain the German Government's idea of settle. ment and declare an invitation to the London conference on February 28 wiil only be useful if it deals with what is possible not with what is impos
ible. It is rumoured that negotiations are proceeding to induce the at Majority Socialists and German Nationals to enter the Government in the hope of creating a united front.
"HASTY" ALLIED NOTE
The members attended the Reichstag in large numbers but few assembled outside to learn the decision. Herr Simons, after a brief historical review, expressed the greatest surprise at the abrupt abandonment of the Seydoux scheme (M. Seydoux is French delegate on the Brussels confer ence of financial and economic experts) which he said was supported by both the British and French representatives. Her Simon defended the Government against the repruach of not having advanced proposals. He recalled his own proposals at Spa. He described the Entente note as the hasty outcome of difficult negotiations and declared that the Government would loyally carry out its obligations as regards dharmament and communicate with the various State Governments on the matter. After that a long discussion took place as regards reparations:

"Not having yet received any invitation to the London conference the German Government can neither retuse nor agree to participate in it, but it declares now and at once that it refuses to negotiate on a basis of the decisions of the Entente and intends to put forward counter proposals,"
