REPARATIONS PROBLEM NEARING SETTLEMENT.

LATEST PROPOSALS,

PARIS, January 28, This evening's indication are that the reparations problem is rearing a settlement, The committee of experts which has been sting all day will probably decids the terms of the draft resolution to-night for submis- sion to the conference to-morrow. It appears that agreement has been reached on a scheme providing 42 annual German payments in conformity with the Boulogne agreement, also an ad valorem tax on Germany's exports. The discussion now relates to the amounts to be fixed for the annuities. An export tax of 10 or 15 per cent. was at first proposed on the latter but will probably be higher.

"BRITISH VIEW BOUND ULTIMATELY TO PREVAIL.”

PARIS, January 28. The newspapers to-day are more cheerful than could be expected considering the atmosphere of gloom, not to say agitation, in which the conference adjourned yesterday. The consensus of opinion is that the British and French viewpoints are not so irreconcilable as they appear, and the speeches made by Mr. Lloyd George and M. Briand bave eased the situation. M. Doumer had startled the conference by demanding from Germany an amount double that fixed at Boulogne, including also the Immediate payment of annuities totalling £450,000,000 spread over the next three years in order to enable France to share Germany's future prosperity.. M. Briand yesterday admitted that the arrangements at Boulogne had not been clearly understood by France and consented to an adjournment of the conference to enable French experts to formulate a Mr. Lloyd George had more practicable. scheme than M. Doumer's.

FAMOUS AIRSHIP DAMAGED.

LONDON January 28th. Bad landing at midnight damaged the engines and propellors of the famous air- R 3-4 which was blown out by a strong wind to the North Sea, & hundred miles east-north-eait of Spurn Point. Two destroyers were despatched to assist it. At mid-las a wireless message from the destroyers reports that the airship is now returning, to the buse at slow speed. There were no casualties. The airship has reached the coast of Lincolnshire.

BRITISH PREMIER INTERVIEWED

PARIS, January 28, Speaking to British journalists Mr. Lloyd George said that he was hopeful that some conclusion with regard to reparations would be reached before he left Paris, probably on Sunday. He had a real hope of getting a substantial amount out of Germany. A committee appointed to-day would formulate definite proposals with regard to Germany's ability to pay. He emphasised that Britain was equally interested with France, for Britain was the most heavily taxed country in the world. Replying to a question, Mr. Lloyd George said that there would be no difficulty with regard to disarma- ment, He said that it was useless to advance millions of money to Austria. Austria must be started on a working basis. The constitution of Austria was not a working proposition. New Austria was too small a State to bear the cost of such a capital as Vienna.

COMMITTEE OF EXPERTS MEETS.

PARIS, January 28.

The committee of experts met this morning to draft a resolution on the question of reparations. M. Briand, M. Doumer, M. Loucheur, Lord D'Abernen, Sir L. Worthington Evans, two Belgian, two Japanese and one Italian delegate were present. The committee discussed a compromise resolution worked out by the Belgian delegates fixing the annual payments by Germany at a maximum of six billion gold marks and a minimum of three billion according to Germany's ability to pay. Probably, 'the com mittee will adopt this plan.

LONDON, January 28th, The optimism regarding the outennis ef the Paris Conference is waning. Oos- siderable surprise is expressed in London ragarding the new French proposals. It is pointed out that whereas, on the most optimistic estimato, German exporte amount to seventeen millard gold marks annually, M. Doumers' suggestion would involve payment of forty-two annunities of twelve milliards. The basis on which the committee of experts will proceed will be Belgium's compromise proposals, namely, to fix the amount of annuities, which may be increased according to Germany's capacity, without determining the number of annuities.
