WAR CRIMINALS.

GERMAN MINISTER'S STATEMENT EVOKES UPROAR,

SCENA IN REICHSTAG.

BERLIN, January 25. The position with regard to German war criminals was explained by the Minister of Justice to the Reichstag in a statement which evoked uproarious dissent. The Minister left when he had concluded his speech, declaring that the German authorities had done everything to statisfy the demands of justice but could not convict anyone whose guilt was not clearly proven. The Minister said that there were three categories of war criminals. Firstly, there were those faicted by the Imperial Court not in connection with the Allies' demand for surrender, secondly, there was the Extente's list of 900 presented at the beginning of 1920; and thirdly, there were 45 in which judgment was left to the Imperial Court by foreign States. The cases in the last category had been thoroughly examined. Those submitted by Italy, Serbia, and Rumania, were cot finished. Those submitted by Belgium and France had been partially disposed of. A case submitted by England bad been recently settled, whereupon the British prosecutor had said that the list of cases to be submitted was in no way exhausted. The British, French, "and Belgian Governments had been requested to permit a representative of the Imperial prosecutor to go to Londra, Paris, and Brussels to explain the difficulties of the prosecution." Permission from Britain had been received and a delegate was going to London next week.

SWEDEN'S CONSTITUTION AMENDED.

STOCKHOLM, January 26.

Both Chambers of the Riksdag bave ratified the amendments to the constitution extending the franchise to men and women irrespective of previous restrictions affecting those who did not pay taxes. Women now become eligible for the Riksdag. One common election day has been arranged. The Riksdag, instead of the King, will henceforth elect, the presidents and vice-presidents.

A CHAMBER OF COMMERCE IN THE UNITED STATES.

NEW YORK, January 25.

A British Empire Chamber of Commerce in the United States has been constituted. An Advisory committee has been appointed and a charter has already been obtained. All the Dominions will be represented in the new institution, which is to start work immediately. It is hoped to establish branches throughout the United States.

UNEXPECTED COURT DEVOVEMENT. -

ALLAHABAD, January 26. Further agrarian riots took place in the Raibarelli district in the United Provinces. A mob attacked a police guard. One constable was killed and two seriously wounded. The police were compelled to fire and some of the rioters were slightly wounded. The ringleaders were arrested and order was restored.

BOMBAY, January 26.

An unexpected denouement occurred when seventeen arrested persons were brought up at the police court, the Commissioner of Police instructing that the case be withdrawn on the grounds of previous good relations between the police and the community to which the majority of the arrested persons, who were Hindu Banias, belonged. The magistrate, in dismissing the case, paid a tribute to the Commissioner's foresight and tact. The stock exchange and bullion and cotton markets have reopened,

The Registrar General states that the birth rate in England and Wales in 1920 was 25.44 per thousand, and the death rate 12.4 per thousand. Deaths of children under one year were 80 per thousand. The birth rate was the highest for a decade and the death rate and infant mortality rate the lowest on record. The number of births was the highest on record and deaths the President of the Association. The lowest since 1862, when the population was only 20,000.
