When one considers the awful coni dition of affairs which prevalls in and arraad Shangang, where the people are eating the leaves of the trees in lieu of food, and men selling their wives and children to save them from starvation, one cannot out feel that here nearer the city of Siaz, we do not really know what fzmine means. While that is so, still, owing to the. very poor harvest and the tremend- ous cost of living the poor have been greatly increased and large numbers of people are suffering great hardship and not a fees are absolutely without any means of livelihood.

This suffering, moreover, is greatly intensified by the fact that certain, districts are infested by bands of desperadoes. True, the military are

far more than suficient to rid the province of all these undesirables, but it does not seem to be to the interest of the mïïtery to interfere, with those who are probably ther greatest friends and patrons. It is not only believed by the people that the military are in league with the robbers, but so openly expressed that there is possibly much justifica- tion for this feeling. Some time aso 2 man was rozsted to death just one mile from Lin Tong gate, the headquarters of the command on the eastern side.
