The expenditure involved. would amount to about 250,000,000 piastres for about Frs. 2,000,000,000 at the present exchange value of the piastre), and would be distributed over a period of 10 years. This out. lay could be covered in part by the resources of the Indo-Chinese Badger, and the balance by local loans guaranteed by the Home Country.
The present economic situation of Indo-China is strong enough to enable her to undertake a financial opera- tion of this magnitude, M. Long declared. The total amount of her commerce grew from Frs. 500,000,000 in 1911 to Frs. 1,600,000,000 in 1919, and it reached Frs. 1,200,000,000 during the first six months of the sur-] rept year. The ordinary budgetary Frevenue exceeds Frs, 500,000,000.
Confidence in the credit of Indo- China exins in all the countries of the Far East, the Governor-General continued. Her piastre commands a premium at Hongkong and al Singapore. Other aspects of the political situation are also most satisfactory.
'Alone among all the countries of Indo- the Far East," said M. Long, China has escaped the agitations which are at present occurring among the yellow races, in China, Malaysia and India. There lies proof of the deep attachment of the native Indo-Chinese to France,
