General Townsend, in his maiden spered. declared that it was a mistake to occupy the whole of Mesopotamia. LONDON, December 13th. The Coune of the League of Nations has approved the protocol and voted in favour of the Assembly establishing a per manent International Court of Justice.

The protocol includes a clause whereby the signatories may declare the jurisdiction of the Court immediately compulsory es certain legal questions.

In the course of the discussion regarding the International Court of Justice, Dr. Wellington Koo, supporting the adoption of the report, said he entirely agreed that the ides of compulsory juridiction would extend the supremacy of the Court to the whole family of nations.

The Assembly has unanimously adopted a resolution dealing with the constitution of the International Court of Justice, with the provision that it bmitted to the different Governments for ratification, after which the court will be called upoz to decide disputes arising between States. The Council has adopted the report establishing an International Commission to institute * scheme of international credits to allow impoverished nations to procure the necesESTY TESOUTOES.
