ARMAMENTS PROBLEM.
In the House of Commons, Str H. S. Sampel moved the rejection of the Gold and Silver Export Bill He declared that freedom to export silver to the East was essential for our great interests there. He said that the Government bad encouraged the formation in Britain of a syndicate to have the sole right of financing the Chinese Government. This British syndicate had formed a syndicate in China composed of Chinese merchants. If the Bill were passed the Government would be supporting the Chinese financial group, thus eliminating the whole of the British merchants in China. The latter would be unable to carry out any large contracts with China. He believed that negotiations were going on with a syndicate in America and Japar. China had asked whether arrangement had been made withi the Governments of those countries to prohibit the export of silver from the countries to China except through the Chinese syndicate The consequence would be that unless these countries took the same supporters of the proposal of Senor steps as the Government was taking we should be asking the Chinese toure of arms should be the monopoly of Da Cunta, of Brazil, that the manufac pass their orders on to our competitors instead of to omselves. AUSTRALIAN GOLD FOR CHINA.
Sir Newton Moore said that the Bill would discourage the importation of gold. He suggested that the Bill be amended to allow imported gold to be exported on licence. Otherwise there would be no encouragement to bring gold here. Australia was sending gold direct to India, China and other places, and South Africa was sending her gold to America..
Mr. Baldwin, replying, said that the criticism of the Bill had been prefectly fair and reasonable. The reasons why the Government adhered to the terms of the Bill were that it conferred permanent dormant power which was considered an essential part of the financial armoury of the country. Hence the Government was anxious, and the bankers as trustees of the gold supply of the country were anxious, to see this made part of the permanent-financial equipment of the country.
GOLD EMBARGO TO CONTINUE.

It must not be forgotten that the powers under which the prohibition of the export existed would end with the ratification of the last peace treaty. He declared that there was not the slightest risk or objection to the Bill proving valid. He was glad there was a concensus of opinion that at present the gold export restrictions must be maintained, but he was not sur. prised at the comments regarding silver prohibition, which was entirely differant. He was hopeful that it would not be necessary to frame regula- tions against the export of silver bullion.
DANGER TO SILVER COINAGE.
Mr. Baldwin pointed out that the position of the süser coinage to-day was different. There might be imminent risk with regard to it when a new coinage of different fineness was being introduced into this country. Unrestricted export might lead to a temporary, drainage of more valuable coins which might conceivably leave us with a dangerous shortage of silver coinage. He was hopeful from the outlook today that it might he unnecessary to put into effect the powers of the Bill.
