This is not probable though the actual majority is believed certain. Behind the Scandinavian group who favour Germany, are South Africa, Switzerland, Italy, Spain and most of the South Americans, likewise the smallest States and possibly Bri tain. It is believed Japan and Chine will follow Britain's lead.
