LONDON, November 19th Germany has officially protested to the Assembly of the League Of A sgainst the methods of distributing man- dates. declaring the under the Treaty of Versailles, it is illegal for the Entente Powers to distribute mandates amongst themselves. It is regarded as significant that the prorest has been addressed to the assembly, and not the Council of the League.

The protest expresses the opinion that the pitimate destiny of the German colonies is not a matter to be sented by those who are temporarily controlling them, but by the assembly of the League which not only controls, but originated the mandares. The protest is signed by Herr von Simons.
