(1) The Japanese Government will express its regret to China for the conduct of Japanese subjects,
(2) The Japanese Government will suitably panish the offending Japanese subjects."
(3) The Japanese Government will compensate the Chinese sufferers.
(4) Having received the Note ex- pressing Japanese regret, the Chinese. Government will express its regret for
